Early voters line up to vote in the basement of a Cook County building at 69 W. Washington in Chicago, Illinois on October 29, 2008.  Lines averaged around an hour and all African-American voters surveyed who were voting for the first time were eligible for the first time, evidence of the efficiency of the Chicago machine in turning out registered and active voters.
